Kenya’s democracy thrives when citizens actively participate in elections. The Independent Electoral and Boundaries Commission (IEBC) has resumed Continuous Voter Registration (CVR), giving every eligible Kenyan the chance to register or update their details ahead of the 2027 General Elections.
With a target of 28.5 million registered voters, the IEBC is calling on youth, first‑time voters, and marginalized communities to step forward and make their voices count.
What is Continuous Voter Registration?
Continuous Voter Registration is an ongoing process that allows citizens to register at any time outside election periods. Unlike mass registration drives, CVR ensures inclusivity by:
- Capturing new voters as they turn 18.
- Allowing registered voters to update polling stations or personal details.
- Strengthening the credibility of Kenya’s electoral roll.
IEBC’s Target Ahead of 2027
The IEBC aims to expand the voter roll from ~22 million to 28.5 million voters by 2027. This includes:
- 6.3–6.8 million new voters, primarily youth turning 18.
- Outreach campaigns in universities, colleges, and rural areas.
- Continuous registration at all 290 constituency offices and Huduma Centres.
The IEBC has resumed CVR across several constituencies in Kenya. This follows the temporary suspension of registration activities during the 27th November 2025 By‑Elections.

Why Voter Registration Matters
Registering as a voter is more than a civic duty—it is the foundation of democracy.
- Legal eligibility: Only registered citizens can vote in elections or referenda.
- Representation: Ensures leaders reflect the interests of citizens.
- Strengthened democracy: Builds trust in electoral outcomes and institutions.
- Inclusivity: Guarantees youth, women, and marginalized groups are represented.
- Accountability: Leaders remain answerable to an engaged electorate.
Continuous vs. Mass Voter Registration
| Feature | Continuous Voter Registration | Mass Voter Registration |
|---|---|---|
| Timing | Ongoing, outside election periods | Limited, announced before major elections |
| Target | New voters & updates | Broad mobilization of all eligible voters |
| Flexibility | High – register anytime | Low – fixed window |
| Suspension | Paused during by-elections | Ends after the drive |
How to Register
To register under CVR:
- Visit your constituency IEBC office or Huduma Centre.
- Bring your national ID card or Kenyan passport.
- Confirm your details (name, polling station, constituency).
- Verify your registration status through IEBC’s verification services.
Challenges Facing Voter Registration
Despite IEBC’s efforts, challenges remain:
- Low turnout: Early phases saw only ~90,000 registrations.
- Youth apathy: Many young Kenyans remain disengaged.
- Logistical delays: By-elections temporarily suspend CVR.
- Deadline pressure: Registration closes months before elections.
Why Every Vote Counts
Every registered voter strengthens Kenya’s democracy. By registering early, verifying details, and encouraging peers to do the same, citizens ensure that elections are inclusive, credible, and representative. The 2027 elections will be shaped by the millions of new voices added to the voter roll.
